BARGAINING UNIT QUALIFICATION STANDARD (5703-0011) POSTAL VEHICLE OPERATOR DOCUMENT DATE: December 1, 2022 FUNCTION: Postal Vehicle Operator: Regularly operates Postal and leased vehicles to regularly pick up and transfer bulk quantities of mail between Postal and non-Postal facilities. DESCRIPTION OF WORK: See the Standard Position Description for the Occupation Code given above. REQUIREMENTS: This section is composed of Knowledge, Skills, and Abilities (KSAs) which are required to satisfactorily perform the tasks of the position. Applicants must demonstrate that they possess a sufficient level of each KSA, to include at least minimum competency for senior-qualified positions to enable them to perform these tasks satisfactorily. Applicants demonstrate these levels by describing examples of experience, education, or training, any of which may be non-postal. Ratings are based on the demonstration of the level of possession of each of the KSAs. Failure to demonstrate any KSA is disqualifying. 1. Ability to safely and responsibly operate vehicles, ensuring that all traffic laws are followed. 2. Ability to perform basic operator maintenance, such as checking fluid levels and air pressure in tires, fueling vehicle and cleaning of the vehicles. 3. Ability to perform all scanning events required for Postal Vehicle Service operators. 4. Ability to conduct vehicle inspections to ensure operations are fully functional and safe. 5. Ability to follow adjusted routes and schedules to ensure efficient and timely movement of mail, including adjustments to meet emergency needs. 6. Ability to communicate in writing in order to report accidents and mechanical defects. EXAMINATION REQUIREMENTS: Applicants for these positions must complete an Assessment Questionnaire. PHYSICAL REQUIREMENTS: Applicants must be physically able to perform efficiently the duties of the position. TRAINING REQUIREMENTS: Applicants must successfully complete the required Vehicle Familiarization and Safe Operation training, including demonstrating the ability to safely drive a vehicle of the type used on the job. ADDITIONAL PROVISIONS: Applicants must have two-years of general driving experience. At the time of appointment, applicants must have a valid driver's license; applicants must also demonstrate and maintain a safe driving record. This job is covered under the uniform allowance program and is expected to wear an approved Postal uniform. |
