FUNCTION:
 
Oversees, performs and resolves complex payroll accounting and control activities in accordance with Generally Accepted Accounting Principles (GAAP), Postal policy, regulations and standard procedures.

REQUIREMENTS: KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS:
 
This section is composed of Knowledge, Skills, and Abilities (KSAs) which are required to satisfactorily perform the tasks of the position. Applicants must demonstrate that they possess a sufficient level of each KSA to enable them to perform these tasks satisfactorily. Applicants demonstrate these levels by describing examples of experience, education, or training any of which may be non-postal. Ratings are based on the demonstration of the level of possession of each of the KSAs, taking into account provision of Article 33 of the Information Technology/Accounting Service Centers collective bargaining agreement. Failure to demonstrate any KSA is disqualifying. Knowledge of computer systems and accounting/payroll applications at a level sufficient to process transactions, query data, obtain information and create reports.
 
Ability to communicate orally and in writing sufficient to express ideas or facts clearly and logically when answering questions, giving directions, and providing information.
 
Ability to follow oral instructions sufficient to comprehend and execute spoken instructions or directions for performing work tasks or job assignments.
 
Ability to work and deal with people sufficient to work in cooperation and interact positively with customers and co-workers, exercising courtesy, etiquette, and self- control.
 
Ability to work without immediate supervision sufficient to independently plan and execute work activities, check work for completeness and accuracy, and meet established time commitments.
 
Ability to efficiently exchange information and coordinate the work tasks of others to meet unit objectives.
 
Ability to identify payroll system problems and make recommendations for improvement.
 
Ability to resolve complex problems related to payroll adjustments and changes to employees master payroll records.
 
Ability to monitor payroll processes and procedures to determine if controls are adequate and operating as designed.
 
EXAMINATION REQUIREMENTS:
 
Applicants must successfully complete Postal Service Test 744. EXPERIENCE REQUIREMENT: Applicants must have served in the Accounting & Control Specialist, IT/ASC Level 16 (0510-0022) position for a minimum of two years. PHYSICAL REQUIREMENTS:
 
Applicant must be physically able to perform efficiently the duties of the position.
