FUNCTION
 
Provides support for technical training functions within an Information Systems Service Center (ISSC). Maintains a specific skills inventory for ISSC employees. Serves as a source of information for employees to obtain training/technology skills required at an ISSC.

REQUIREMENTS
 
This section is composed of Knowledge, Skills, and Abilities (KSAs) which are required to satisfactorily perform the tasks of the position. Applicants must demonstrate that they possess a sufficient level of each KSA to enable them to perform these tasks satisfactorily. Applicants demonstrate these levels by describing examples of experience, education, or training any of which may be non-postal. Ratings are based on the demonstration of the level of possession of each of the KSAs, taking into account provision of Article 33 of the Information Technology/Accounting Service Centers collective bargaining agreement. Failure to demonstrate any KSA is disqualifying.
 
1. Ability to develop and maintain a technical skills inventory applicable to the information systems function.
 
2. Ability to maintain records and prepare reports, using such tools as EXCEL, MS Access.
 
3. Ability to write program specifications in the latest software technology applicable to the business needs of the IBSSC.
 
4. Knowledge of structured data processing systems design.
 
5. Knowledge of technical and business skills required to meet the current and projected future business needs of the IBSSC.
 
6. Ability to work with a variety of internal and external personnel, including peers, managers and vendors at a level sufficient to effectively meet the technology/training functions of an IBSSC.
 
7. Ability to identify and apply industry best practices to the training process of the IBSSC.
 
8. Ability to communicate technical information to others refers to expressing facts or ideas clearly, orally or in writing, when answering questions, giving directions, and providing information, individually or in groups.
 
9. Ability to work without immediate supervision refers to performing the duties of the position, complying with operating guidelines/procedures and planning and executing work activities independently or without direct supervision.
